AI Contract Overview
NORETHINDRONE AND ETHINYL ESTRADIOL TABLETS, USP, are being procured under contract SPE2DP-26-Q-0082 with a quantity of two packages, each comprising five cycles of 21 tablets for a total of 105 tablets per package. The product, manufactured by TEVA PHARMACEUTICALS USA, INC. with NDC 51285-0131-97, must possess a 36-month shelf life with no less than 31 months remaining from the date of manufacture to the date of delivery to the government. All units must be sealed in commercial-grade packaging that protects against damage and breakage, and shipped in suitable exterior containers to ensure safe, cost-effective delivery to the designated destination in Australia, with FOB destination terms placing title and risk of loss upon arrival. Packaging and labeling strictly adhere to Medical Marking Standard No. 1A dated February 4, 2013, which supersedes MIL-STD-129; each package must display the NSN, manufacturer name and CAGE code, date of manufacture, expiration date, and contract/lot number. Non-hazardous materials must conform to ASTM D3951, though this is subordinate to the DLA Master List of Technical and Quality Requirements, which governs all aspects of the procurement. Hazardous material determinations are based on FED-STD-313 and require compliance with TQ Requirement IP025 if applicable. Palletization must comply with RP001: DLA Packaging Requirements for Procurement. Delivery is required within 30 days after award, and all invoicing and receiving reports must be submitted electronically via the Wide Area WorkFlow (WAWF) system as mandated by clause DFARS 252.232-7006. Offerors must be registered in SAM.gov and WAWF, and shipments to Australia require additional documentation including a Manufacturer’s Declaration, Clearance Solution Letter, Biosecurity Declaration, and an Import Permit. Contractual clauses incorporate requirements for veteran employment reporting and sustainable product procurement under Deviation 2026-O0038, alongside safeguards for covered defense information, anti-trafficking compliance, and prohibitions on procurement from covered entities. Inspection and acceptance occur at the point of delivery, and the quantity is fixed with zero variance permitted. The acquisition falls under NAICS code 325
