North 15th Street Improvements: Phase 1 - Engineering and Consulting Professional Services

The City of Canyon, Texas, is soliciting Statements of Qualifications under RFP-2026-0002 for professional engineering and consulting services to execute Phase 1 of the North 15th Street Improvements. This project focuses on enhancing pedestrian circulation and the downtown streetscape, specifically targeting the area between the north edge of 2nd Avenue and the south edge of Southridge Drive. Key objectives include the construction of new sidewalks, bike lanes, landscaping, and lighting, with a high priority placed on improving the walkable crossing over the Highway 60 overpass. The selected firm will be responsible for delivering a complete Plans, Specifications, and Estimates package, including drainage design, structural elements, and ADA-compliant facilities, while coordinating extensively with TxDOT, FHWA, and BNSF Railway. The procurement follows a Quality-Based Selection process in accordance with the Brooks Act, 23 CFR 172, and Texas Government Code 2254. Evaluation is based on team qualifications and experience, the proposed approach to meeting expectations, firm history, and overall responsiveness to the RFP. Eligible firms must be licensed in Texas, not debarred from federal programs, and capable of providing a Certified Indirect Cost Rate that adheres to FAR Part 31. Submissions are due by September 16, 2026, and must include a cover letter, project team organizational chart, and a notarized Self-Certification Report. The project is supported by federal funding, with construction expected to begin in Summer 2028.
