Downtown Franklin Water and Sewer Project

The Heard County Water Authority is soliciting statements of qualifications from professional engineering firms for the Downtown Franklin Water and Sewer Improvements project in Georgia. The project focuses on rehabilitating or replacing approximately 1,660 linear feet of 6-inch ductile iron pipe water main along Newman Street, extending from Main Street to Maple Street, as well as improving the water distribution system surrounding Franklin Town Square. The scope of work includes planning, permitting, preliminary engineering, design, funding coordination, bidding, and construction phase services. Key deliverables include a Preliminary Engineering Report due December 11, 2026, and a final design due March 4, 2027, with construction estimated to occur between May 24 and November 26, 2027. Funding for the project is provided in part by the Appalachian Regional Commission under project GA-22580 and is administered by the Georgia Environmental Finance Authority. Selected consultants must comply with federal, state, and local grant requirements, including Buy America domestic material compliance, Federal Labor Standards, Equal Opportunity, and Accessibility Requirements. The award will be granted to the most qualified respondent based on a ranking process conducted by a selection team of authority staff and board representatives. Interested firms must submit three bound copies of a statement of qualifications, including a digital PDF version on a memory stick, by October 9, 2026. Submissions must include a letter of interest, firm description, a portfolio of five projects completed within the last ten years, and mandatory affidavits and insurance documentation.
