Advanced Notice: Code 15 Wet End Services

The Naval Undersea Warfare Center Division Newport Sensors and SONAR Systems Department Code 15 is issuing an advanced notice for a small business set-aside requirement under NAICS 541330. The contract seeks engineering, technician, and logistic services to support towed, hull, and other sensor systems, including prototype development, test and evaluation, and maintenance for submarine and surface ship sonar arrays. This is anticipated to be a Cost Plus Fixed Fee term-type Task Order with a period of performance consisting of one base year and four option years, totaling an estimated 740,000 man-hours. The effort is expected to be split between government sites and contractor sites at a ratio of 75 percent and 25 percent, respectively, with potential for CONUS and OCONUS travel. Key requirements include the development of Technical Data Packages and Packaging, Handling, Storage, and Transportation plans in accordance with MIL-STD-2073-1E and Defense Transportation Regulations. Contractors must meet Facility Security Level 1 requirements and hold Cybersecurity Maturity Model Certification Level 2 C3PAO. Award will be determined via a best value tradeoff process, with post-award performance evaluated on technical quality, cost control, schedule, management, and regulatory compliance. The Request for Proposal is expected by late October 2026, with an anticipated award in the third quarter of fiscal year 2027.
