FY 2027 Drainage Masterplan Studies

The City of Memphis is seeking professional engineering consulting firms for the FY 2027 Drainage Masterplan Program. The selected consultants will evaluate hydraulic and hydrologic characteristics within specific study areas to provide cost-effective recommendations for improving drainage performance. Key responsibilities include conducting public outreach, surveying stormwater infrastructure of 24 inches and greater, and installing rain and stream gauges for model calibration. All work must adhere to the City's Protocol document, and final deliverables must include written reports, GIS information, and hydrologic and hydraulic models submitted via PCSWMM software. This is a qualifications-based selection process where awards are based on experience and demonstrated ability rather than initial pricing. The contract features an initial three-year term with the option to renew for two additional one-year periods. Proposals are due by December 9, 2026, and must be submitted in a sealed packet containing one original, three printed copies, and three thumb drives. Submissions must follow strict formatting guidelines, including specific page limits for firm profiles, resumes, and project approaches. Selected vendors must meet comprehensive insurance requirements, including a 2 million dollar general aggregate limit and a 2 million dollar umbrella policy, and must be licensed or authorized in the state of Tennessee.
