The General Services Administration (GSA) is seeking qualified small business contractors for a total roof replacement project at the North Calais Iowa Land Port of Entry (LPOE) located at 180 International Avenue, Calais, Maine. The existing TPO roofing system suffered severe wind damage around April 20, 2025, necessitating complete reroofing. The scope of work includes removal and proper disposal of the damaged roofing membrane, insulation panels, Dens Deck, and all temporary securing materials, while maintaining the building’s operational status. Following material removal, contractors must inspect the roof deck and parapet walls, install a temporary weather barrier, and then proceed with installing approximately 30,400 square feet of 4-inch rigid panel insulation and 30,400 square feet of half-inch prime Dens Deck. Special attention is required to address drainage deficiencies using tapered insulation crickets and saddles per NRCA guidelines to prevent ponding water. The new roofing membrane consists of roughly 31,100 square feet of flat and vertical Thermoplastic Polyolefin (TPO) material, adhered only with low-rise urethane adhesive due to the hollow-core concrete deck, explicitly forbidding mechanical fasteners. Additional work includes installing new parapet wall flashing (excluding the original metal cap), resealing penetrations, reinstalling grounding rods, and thorough site cleanup. This effort is a total small business set-aside under FAR 19.5 and favors local contractors within Maine, particularly those based in Washington, Hancock, or Penobscot Counties, though firms within commuting distance of Calais are eligible. Registration in SAM.gov with a valid Unique Entity ID is mandatory for consideration. No formal contract clauses, evaluation factors, or pricing details are provided as this is a sources-sought notice to gauge industry interest ahead of a formal solicitation. The building must remain operational throughout the reroofing process, and all work will be performed on-site with inspection and acceptance conducted by GSA representatives in Calais. A site walk will be made available once the solicitation is officially open. The contract is managed by GSA’s PBS Project Delivery East - Branch B office in Washington, D.C., with Joseph Spado III as the point of contact. The submission deadline for responses to this sources-sought notice is January 8, 2026.
