North Fork American River Shaded Fuel Break Project

The North Fork American River Shaded Fuel Break Project, managed by the California Department of Forestry and Fire Protection (CAL FIRE), is a wildfire mitigation initiative located in Placer County, California, specifically near Colfax. The project aims to reduce the spread and severity of uncontrolled vegetation fires by creating a zone of reduced fuel loading along the rim of the North Fork of the American River Canyon. Key objectives include protecting private property and structures, improving emergency ingress and egress, and establishing safer evacuation corridors along roadways by providing defensible space that exceeds PRC 4291 requirements. The project covers 6,051 acres and was approved on September 18, 2025, following a Mitigated Negative Declaration under the California Environmental Quality Act (CEQA) which determined that the project would not have significant environmental effects. The scope of work involves detailed vegetation treatments, including pruning conifers and hardwoods to a height of 8 feet or 50% live crown, hand thinning trees to achieve an average spacing of 17 feet, and removing standing dead trees over 12 inches DBH. Brush removal is required, with specific requirements to retain small patches of brush or thin shrubs to one every 30 feet. Debris between 1 and 14 inches in diameter must be chipped or pile burned, and all slash must be treated via lopping, mastication, or removal. Compliance with Public Resource Code Division 4, Chapter 6, sections 4427 through 4442 is mandatory for all equipment and tools used. Strict environmental and biological safeguards are integrated into the project. A Registered Professional Forester (RPF) or designee must traverse areas with a 30% slope to identify unstable soils before heavy machinery is used. Daily inspections by qualified biologists or RPFs are required in suitable habitats for the foothill yellow-legged frog, and botanical surveys must follow 2018 CDFW protocols, including a 25-foot exclusion zone around special status plants. Additionally, all personnel must undergo annual environmental education training. Cultural resource protections are in place, requiring field inspections by certified professionals and immediate cessation of work if human remains are discovered, per the California Health and Safety Code.
