North Fork American River Shaded Fuel Break Project

The North Fork American River Shaded Fuel Break Project is a state-led wildland fire mitigation initiative managed by the California Department of Forestry and Fire Protection to reduce fuel loads and mitigate the risk of uncontrolled fires spreading from the North Fork American River Canyon into nearby communities. The project encompasses vegetation treatment along the canyon rim and adjacent roadways to create defensible space, enhance firefighter safety, and improve emergency access and evacuation routes, with the goal of protecting structures and private property beyond the minimum requirements of PRC 4291. Work will occur in Placer County near Colfax, primarily along Interstate 80 and Highway 174, across multiple assessor’s parcel numbers, with operations strictly governed by California Forest Practice Rules and CEQA guidelines. Performance is scheduled to extend throughout the project’s life, with no fixed end date, and is overseen by CAL FIRE Registered Professional Foresters or their designated representatives, who are also responsible for inspection and acceptance at the project site. Project activities are subject to stringent environmental and operational controls designed to minimize ecological disruption. Equipment use is restricted on slopes exceeding 30% for wheeled loaders and 65% for walking excavators, and operations are prohibited during saturated soil conditions to prevent erosion and compaction. Watercourse protection zones are enforced with buffer requirements based on watercourse classification, and treatment must avoid disturbing Class I and II watercourses. Cultural resource preservation mandates coordination with tribal governments and submission of archaeological surveys, while wildlife protections include seasonal buffers for nests of passerines, raptors, and golden eagles, and restrictions during key denning and nesting periods. Smoke Management Plans must be approved and implemented for any prescribed burns under PCAPCD Rule 303, and mitigation measures require immediate reporting of protected species, unstable slopes, or other environmental concerns. The project follows a Mitigated Negative Declaration under CEQA and is not subject to federal procurement clauses, as it is a state-funded environmental initiative with no formal contract value, federal acquisition regulations, or procurement-related evaluation factors outlined. Public input is solicited via email and mail during defined comment periods, with submissions directed to CAL FIRE’s Sacramento office.
