The U.S. Air Force is preparing to solicit nonpersonal services for fixed-wing airlift support to sustain the North Warning System, a critical component of NORAD and homeland defense operations in the Canadian Arctic. This requirement mandates the contractor to provide all personnel, equipment, and supervision necessary to transport cargo weighing up to 6,000 pounds and personnel to remote, unimproved radar sites under extreme environmental conditions. The contract is governed by the North America Air Defense Modernization Memorandum of Understanding, which requires the U.S. to supply sixty percent of total program support through material and services. The acquisition will be conducted as a full and open competition with no set-aside for small businesses since all performance will occur outside the United States, and will result in a single Firm Fixed Price contract with Cost Reimbursable line items, selected using best value procedures. The anticipated solicitation release is July 21, 2026, with proposals due by August 21, 2026, and a planned award date of January 18, 2027, covering a base period of one year with four one-year options. Funds are not currently available, and no award will be made until appropriation occurs; the government reserves the right to cancel the acquisition without obligation to reimburse offerors. All communications, including solicitation documents, amendments, and updates, will be posted exclusively via the Procurement Integrated Enterprise Environment and SAM.gov, and offerors are responsible for continuous monitoring of these platforms. The North American Industry Classification System code is 481211 for nonscheduled chartered passenger air transportation. Questions and comments must be submitted via the official Question-Comment Matrix spreadsheet by July 8, 2026, and all correspondence must be directed solely to the listed Contracting Officer and Contract Managers; any outreach to other government personnel is strictly prohibited.

Presolicitation Notice: FA489026R0027

This posting is for the Presolicitation Notice for the North Warning System (NWS) Fixed Wing Airlift Service

The United States Air Force (USAF), ACC Acquisition Management Integration Center (AMIC) hereby publicizes its intention to solicit non personal services for Airlift Services of the NWS Fixed Wing Airlift Service. This requirement provides mission-essential fixed-wing airlift services to sustain the North Warning System (NWS), which provides critical radar surveillance and early threat detection for NORAD and Homeland Defense missions. Operations are governed by the North America Air Defense Modernization (NAADM) Memorandum of Understanding/Supplementary Arrangement (MOU/SA) dated March 1985 (updated July 2018 and November 2025), which mandates that the USAF provide 60% of total program support in the form of material and services. The contractor shall provide all personnel, equipment, and supervision required to transport cargo (payloads of 2,100 and 3,000, or 6,000 pounds) and personnel to remote NWS sites. Due to the geographic isolation of these assets, the contractor must maintain the specialized capability to operate within the extreme environment of the Canadian Arctic and execute take-off and landing maneuvers on the unimproved surfaces found at various radar sites identified in the Performance Work Statement (PWS).

Notice to Offerors: Funds are not presently available for this report. No award will be made under this acquisition until funds are available. The Government reserves the right to cancel this acquisition either before or after the closing date. In the event the Government cancels this acquisition, the Government has no obligation to reimburse an offeror for any costs.

This acquisition is 100% full and open competition. Furthermore, Small Business Consideration, Revolutionary FAR Overhaul (RFO) Part 19, does not apply because 100% of the performance will be outside of the United States. The anticipated period of performance will consist of a 12-month base contract period, and four one-year option periods. A single Firm Fixed Price (FFP) contract with Cost Reimbursable (CR) line items will result from the solicitation using best value source selection procedures. The anticipated issue date for the final solicitation is on or about 21 July 2026, with the anticipated date for receipt of proposals on or about 21 Aug 2026. The anticipated award date is on or about 18 Jan 2027. All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

The Government plans to use the Internet (Procurement Integrated Enterprise Environment (PIEE) and SAM.gov) and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. Solicitation, amendments, and other miscellaneous documents will be posted on PIEE. It is the responsibility of each offeror to continually monitor and review PIEE and SAM.gov for notice of amendments, updates, or changes to current information.

The applicable North American Industry Classification System (NAICS) code for this requirement is 481211- Nonscheduled Chartered Passenger Air Transportation.
