Northern WA Road & Bridge Construction IDIQ

The U.S. Forest Service, Pacific Northwest Regional Office, is seeking proposals under Solicitation 1240BH26R0004 for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to support road, bridge, and related civil construction projects across the Mt. Baker-Snoqualmie, Okanogan-Wenatchee, and Colville National Forests in Washington State. This contract is set aside 100% for small businesses, with a NAICS code of 237310 and a size standard of $45 million in annual receipts. The government intends to award between 15 and 20 parent contracts under a shared ceiling of $50 million over a five-year ordering period. A mandatory response to Sample Task Order A is required as part of the technical proposal, and offerors must also comply with stringent submittal requirements including Traffic Control Plans, Safety Plans, Erosion Control Plans, Payroll Records, and Fire Plans. Work must adhere to AASHTO, ASTM, MUTCD, and OSHA standards, with inspections conducted by the government at multiple stages including source, processed material, and in-place locations. Final acceptance occurs at the project site upon verification of compliance. Contractors are required to submit all invoices electronically via the Electronic Invoice Processing Platform and must comply with a comprehensive suite of FAR clauses covering payment, bonding, labor wage rates, buy american requirements, cybersecurity, safety, and subcontracting. The contract mandates performance at various project locations within the specified forests, with no fixed FOB terms or delivery point, and each task order will define its own period of performance. Additional obligations include obtaining special use permits for camp setups, providing on-site designated representatives for safety compliance, maintaining hazardous materials documentation, and ensuring fire watch procedures during high-risk operations. All offerors must hold an active SAM UEI, be registered as small businesses, and certify compliance with prevailing labor laws and environmental regulations.
