The Naval Air Systems Command (NAVAIR) intends to issue Orders under a Corporate Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation (NGSC), under the authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, for the procurement of supplies, services, and data in support of the E-2D including Foreign Military Sales (FMS) aircraft and weapons systems.  This Sources Sought Notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement (DFARS) 206.302-1(d).  Naval Air Systems Command (NAVAIR), Patuxent River, MD, issued a Corporate Basic Ordering Agreement (BOA) to Northrop Grumman Systems Corporation on a sole source basis for the procurement of supplies and services in support of various United States Navy (USN) and Foreign Military Sales (FMS) programs.  See original Notice ID N00019-24-RFPREQ-TPM231-0242.  Corporate BOA awarded under N0001925G0003 and this notice is intended to support class justification and approval on behalf of the PMA-231 E-2D Advanced Hawkeye.  FAR Part 5 Publicizing Contract Actions will be followed for individual orders anticipated under this Corporate BOA.   



The Government awarded the Corporate BOA identified above with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Northrop Grumman is the sole designer, developer, manufacturer, and integrator of the stated platform, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost-effective manner. The BOA is available for issuing orders for a period of five (5) years. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responsible parties, however, may identify their interest by responding to the requirement with a capability statement. The Government will consider all information received prior to the closing date of this notice. Unless stated herein, no additional information may be made available. Requests for the same will be disregarded. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete these efforts based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
