northstar digital literacy program

The Northstar Digital Literacy Program is a solicitation issued by the Mayor's Office for the City of Philadelphia to provide an online, internet-based service designed to help adults master essential digital competencies for employment and daily life. Provided by Literacy Minnesota, the program includes 17 basic digital literacy assessments across computer skills, software skills, and technology usage, with curriculum and self-directed learning modules available in both English and Spanish. For the subscription period of July 1, 2026, through June 30, 2027, the contract covers up to 37,500 user accounts and 262,500 assessments, including access portals for tracking results, the ability to award certificates and badges, and technical assistance. The contract is governed by the laws of the Commonwealth of Pennsylvania and is awarded to the lowest responsible seller, with specific bid preferences applied to certified Local Business Entities. The maximum order value for any one-year period is 91,000 dollars, subject to annual adjustments based on the CPI-U. The initial term is for one year with the possibility of three one-year renewals.
