Hillsborough County is set to award a noncompetitive contract valued at approximately $6.07 million to Ardurra Group, Inc. for professional engineering services related to upgrades at the Northwest Transfer Station. The scope includes design improvements for the scale house, citizens convenience center, household hazardous waste collection center, as well as enhancements to the transfer station's floor and roof. Since Ardurra and its subconsultants previously completed the design and permitting work for this facility, the county has determined that engaging a different contractor would be impractical and not cost-effective, as it would require re-creating and verifying existing designs and data. The procurement process follows the county’s policies, allowing for the possibility of scope adjustments and extensions based on project needs. Interested parties who believe they can provide similar services are invited to challenge the proposed award by submitting detailed evidence before the deadline of May 31, 2024. The county will review any challenges to assess whether genuine competition exists, with the goal of ensuring transparency and fairness in the procurement process. The contract is part of Hillsborough County’s ongoing efforts to improve its infrastructure and ensure efficient project execution, with the primary contact for inquiries being Sybil Tucker.

Hillsborough County intends to recommend the award of a noncompetitive procurement to Ardurra Group, Inc. (Ardurra) in the amount of $6,069,194.00, for a professional engineering services agreement associated with design improvements to the County's Northwest Transfer Station scale house, citizens convenience center, household hazardous waste collection center and the transfer station floor and roof. Ardurra, and their subconsultants is the same design and permitting companies that completed previous designs at the Northwest Transfer station. This procurement is being made in accordance with Section 3-207 of the County’s Procurement Policy and is considered a noncompetitive purchase because it is not practical or practicable, nor financially advantageous to engage another contractor since a new company will have to re-create and re-verify engineering designs and verify all field investigations and data previously completed by Ardurra. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached scope of services must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. For more information, please call Sybil Tucker at +1 (555) 000-0000.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
