NOTICE IF INTENT TO NEGOTIATE SOLE SOURCE PURCHASE ORDER FOR RENWEAL SUBSCRIPTION TO HEINONLINE

SUBJECT LINE: NOTICE IF INTENT TO NEGOTIATE SOLE SOURCE PURCHASE ORDER FOR RENWEAL SUBSCRIPTION TO HEINONLINE The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source purchase order under the authority of FAR 13.106-1(b) with William S. Hein & Co., for subscription renewal of access to HeinOnline (see http://home.heinonline.org/). The period of performance for this proposed acquisition is 12 months from date of contractor acceptance of the resultant purchase order, plus four one-year options to extend the term the contract. Based on NRC's market research, this renewal is only available directly from William S. Hein & Co.; however, any responsible sources that can demonstrate that they, too, can provide the required renewal may respond to this notice to so indicate. Any such response to this notice must be in writing and must include clear and convincing evidence of that capability to provide the required renewal, including written authorization from William S. Hein & Co. to offer that renewal. Written responses must be submitted to william.adams@nrc.gov so that it is received at that email address no later than March 2, 2011. A determination whether to compete this requirement will be based on whether other responsible, authorized sources are identified as a result of this notice.
