The US Army Corps of Engineers Engineer Research and Development Center is procuring a replacement Pro-All/Reimer Simplified Volumetric Mixer for the US Air Force 823rd Red Horse Detachment 1 at Tyndall Air Force Base, Florida. This procurement is necessary because a previously borrowed unit was damaged during critical research on rapid setting materials. The specific mixer is essential for the unit's mission to train Air Force engineering units on repairing bomb craters in runways, as it is the only equipment capable of mixing and placing the required pre-blended rapid setting concrete materials and matching the existing fleet. The award is issued under FAR 13.106-1(b) with NAICS code 333120 for Construction Machinery Manufacturing. While this notice is not a formal request for competitive quotes, the agency is accepting capability statements and proposals from responsible sources to determine if a competitive procurement is warranted. Interested vendors must provide detailed evidence of their ability to fulfill the requirement, including past experience and references, to the designated point of contact.

The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to procure a replacement simplified volumetric mixer for the U.S. Air Force (USAF) 823rd Red Horse Detachment 1 at the Silver Flag Training Site, Tyndall Air Force Base, Florida. The ERDC borrowed an existing simplified volumetric mixer from the 823rd Red Horse Detachment 1 to perform some critical research on the placement of new rapid setting materials. During the execution of the research project, the USAF machine was used harshly due to exposure to experimental materials and its service life was greatly reduced. Thus, the USAF required the ERDC to replace the machine. The Pro-All/Reimer Simplified Volumetric Mixer is a specialized mixer capable of mixing and placing pre-blended concrete materials, particularly rapid setting concrete materials, for rapid airfield damage repair. The USAF has procured and fielded dozens of these specific mixers, and the 823rd RED HORSE Detachment 1 is responsible for training the units on how to use the entire equipment set including the Pro-All/Reimer Simplified Volumetric Mixers to repair bomb craters in runways. The unit being procured by ERDC is simply a replacement of the exact machine that was damaged during experimentation and will be transferred to the 823rd RED HORSE Detachment 1 as their property. The Pro-All/Reimer is the only existing simplified volumetric mixer capable of mixing and placing pre-blended rapid setting concrete materials and matching the equipment that the 823rd RED HORSE Detachment 1 is using to train the USAF engineering units. No other manufacturer makes the exact mixer used in their training, and the equipment specifications are essential to allowing the 823rd RED HORSE Detachment 1 to fulfill its training mission for crater repair using by matching the mixing equipment that they have fielded. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 333120 (Construction Machinery Manufacturing) with a size standard of 750 employees This notice is not a request for competitive quotes or proposals.
