Design and Construction of Levee Access Manholes for Fairfax-Jersey Creek Levee Unit (Kansas City, Kansas)
Solicitation # W912DQ26RA065
The U.S. Army Corps of Engineers, Kansas City District, is soliciting design-build construction services for the installation of access manholes at the Fairfax-Jersey Creek Levee Unit on the Missouri River in Kansas City, Kansas. The project scope involves designing and constructing manholes, with estimated depths between 10 and 25 feet, to facilitate the video inspection of approximately 27,000 feet of existing perforated corrugated metal seepage collector pipe. To maintain levee integrity, the government strictly prohibits invasive mass excavation methods such as trenching, requiring the use of minimally invasive excavation techniques. Key deliverables include a Drilling and Invasive Program Plan approved by a licensed professional engineer or geologist, temporary flood protection plans, and final as-built drawings. This is a firm-fixed-price contract with an estimated magnitude between $1,000,000 and $5,000,000, though the total award amount shall not exceed $3,400,000. The acquisition is categorized under NAICS code 237990 with a small business size standard of $45 million. The selection process is conducted in two phases; Phase 1 focuses on qualifications and technical approach without pricing, from which up to three qualified offerors will be selected for Phase 2. Evaluation factors include design concepts, performance confidence, technical approach and qualifications, and small business participation, with non-price factors being significantly more important than price. Proposals must be submitted via the PIEE Solicitation Portal and adhere to strict documentation requirements, including the use of specific government templates for vendor information, experience, and technical qualifications.

The solicitation W912EP25R0005 for the Comprehensive Everglades Restoration Plan (CERP) Broward County Water Preserve Areas Project, Contract 2, C-11 Impoundment and Mitigation Area A in Broward County, Florida, is a large-scale civil construction effort focused on environmental restoration. The project involves extensive earthwork, installation of drainage systems using 24-inch HDPE pipes, construction of aggregate-surfaced roadways, installation of riprap and grass-lined drainage swales, seeding, sodding for turf establishment, and construction of a slurry wall demonstration section. This work must comply with multiple detailed technical specifications covering seeding, sodding, aggregate surfacing, drainage structures, and slurry wall construction. The contract magnitude is substantial, described as exceeding $500 million, and it follows an unrestricted, full and open solicitation employing a best value trade-off process with a bifurcated evaluation approach. The procurement includes a multi-stage proposal process initially limiting participation in Stage 2 to Stage 1 offerors, but later amendments reopened all stages to additional offerors and incorporated Project Labor Agreements (PLAs) as a mandatory pass/fail factor. Proposals for all stages under the PLA requirement are due by January 9, 2026. A site visit and pre-proposal conference were conducted in October 2025, with participation from US Army Corps of Engineers personnel and prospective contractors. The evaluation criteria prioritize technical merit, past performance, small business participation, and price, with PLAs treated as a mandatory eligibility criterion rather than a scored factor. The contract requires detailed key personnel qualifications without submission of resumes, and stringent compliance with security, environmental, and operational restrictions. Submittals must be government-approved as specified, and proposals are to be submitted electronically in three volumes structured according to evaluation factors. Despite the large project scope, specific pricing details are not disclosed, and real estate certification is currently unavailable, which may affect project timelines or contractor considerations. The government retains inspection and acceptance authority at the site, basing final acceptance on compliance with technical requirements and digital terrain model volumetric surveys. Overall, this solicitation targets experienced firms capable of managing complex environmental infrastructure within a rigorous regulatory and labor framework, aiming to advance critical Everglades ecosystem restoration objectives.
