AI Contract Overview
The contract involves the consolidated construction of a new fire station and an Air Passenger Terminal (APT), along with the demolition of Building 1721 at Hanscom Air Force Base in Bedford, Massachusetts. The new fire station is a single-story, 26,325 square foot facility designed to be fully operational with apparatus bays for six vehicles, living quarters, administration spaces, concrete foundations, steel framing, masonry walls, HVAC, fire alarm systems, an Emergency Communications Center, paving, and landscaping. The APT will be a 5,150 square foot single-story building located north of the existing Building 1721 and will include safety offices, a Distinguished Visitors lounge, paved access and turnaround areas, sidewalks, and a re-routed flightline perimeter fence. Building 1721, currently a multi-story, 21,270 square foot facility housing the existing fire station, safety offices, and APT, will be demolished only after the new buildings are completed and occupied to maintain operational continuity. Additionally, Building 1639, an abandoned gas station, is located near the new fire station construction site. This project is procured by the U.S. Army Corps of Engineers, New England District, under solicitation number PANNAD26P0000029528, issued as an unrestricted Invitation for Bid with a firm-fixed price contract. The contract aims to complete construction and demolition activities at two discrete base locations by March 15, 2029, following a design phase completion targeted for January 31, 2026. The estimated contract value ranges broadly from $25 million to $100 million, reflecting consolidated construction costs. The consolidation approach is justified under FAR guidelines to enhance quality, reduce schedule risks by approximately three months, and minimize coordination and administrative risks associated with separate contracts. While cost savings are modest and below the 10% threshold, superior qualitative benefits such as improved coordination and reduced risk drive the strategy. Inspection and acceptance will occur on-site with government oversight by the U.S. Army Corps of Engineers. The contract requires compliance with standard construction practices without specified packaging or special contract clauses for key personnel or conflicts of interest. Contact points for the project are established, but specific submission deadlines, proposal format instructions, or detailed contract clauses have not been provided in the documentation reviewed.
