THIS IS NOT A REQUEST FOR PROPOSAL. This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center (AFLCMC) Hanscom AFB, MA. ALFMC/HBAK intends to issue a sole-source contract to Adacel Systems, Inc. for the purchase of a desktop Air Traffic Control (ATC) simulator utilizing Simplified Acquisition Procedures under FAR 13.106-1(b)(1), as FAR Part 6 does not apply (see FAR 6.001(a)). A redacted Justification and Approval will be published with the NOCA. The Airfield Operations Accelerator (AO-X), Hanscom AFB, has a requirement for an ATC simulator for use in the AO-X testbed environment. This simulator must meet the following requirements: - Small footprint using desktop computer and monitors (not a full Tower Simulation System with - wall-to-wall visual display) 180-degree simulated view Speech recognition Ability to display radar and weather data Ability to train both local and ground control positions Include Air Force-specific training scenarios Compatibility with current Air Force tower training systems A previous Request for Information for this effort, no. FA8730-21-C-0065, was published on SAM.gov on 5 August 2021. The Government has procured ATC simulators from Adacel Systems, Inc. previously; the requirement for the AO-X simulator to be 100% compatible with existing USG Adacel simulators drives the need for a sole-source award to Adacel Systems, Inc. for this effort. The Government requests that any feedback, comments, or questions be received by no later than 17 September 2021. Please submit all feedback regarding this NOCA via email to the Points of Contact listed on this notice. No telephone responses will be accepted. DISCLAIMER AND NOTICE: This is a courtesy Notice of Contract Action only and does not constitute a commitment, implied or otherwise, that AFLCMC/HBSK, will take procurement action in this matter. This notice does NOT constitute a request for proposal, application, proposal abstract, or quotation. The Government will NOT be responsible nor reimburse any submitters of information for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.

The Department of the Air Force, through the Kessel Run Program Management Office at AFLCMC/C3C, is conducting market research via this Request for Information to establish the Department of Air Force Emergency Management Information System (DAF EMIS) under project WARDEN. The objective is to develop a Government-owned, AI-enabled enterprise software capability that decouples and transitions installation Emergency Management capabilities from the legacy C2IMERA system. The system is designed to automate the full emergency management lifecycle—Preparedness, Protection, Response, and Recovery—to ensure mission assurance and operational resilience across the Command and Control continuum, specifically supporting Air Combat Command and Pacific Air Force. The required solution must utilize a microservice architecture operating under the Maven Smart System data platform and adhere to Agile, DevSecOps, and Lean product management practices. Key technical requirements include the ability to function within DoD cloud ecosystems, support distributed architecture for edge execution during denied communications, and provide automated geospatial foundations for real-time infrastructure tracking. The system must meet Impact Level 5 and 6 security standards, comply with NIST SP 800-53 and OGC standards, and target a Technology Readiness Level of 7 or greater. This RFI is for planning purposes only and does not constitute a solicitation for bids or proposals; currently, no funds are available for this effort. Interested vendors must submit unclassified responses by 1700 EST on October 30, 2026, via the designated portal. Responses should focus on capabilities and requirements refinement rather than marketing materials or pricing. Future awardees will be required to maintain a secret clearance prior to award and a TS/SCI FCL before scaling and fielding the solution.
