Full Description

The Department of Homeland Security, U.S. Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC) intends to enter into negotiations on a sole-source basis under the authority of FAR 6.302-1 with Citi Concepts, Inc., DBA Baron Tours located at 17500 MacDuff Ave., Olney MD 20832. The U.S. Coast Guard intends to award a Firm Fixed Price modification to Contract HSCG84-11-D-PAG001 for a 6 month extension. Current contract period of performance expires 31 May 2016. The modification will allow for regularly scheduled shuttle bus services to continue without disruption to provide employee's safe, secure and reliable transportation between Coast Guard Island (CGI) located in Alameda CA., the Ronald V. Dellums Federal Building and the Lake Merritt BART station, Oakland. CA. The follow-on solicitation for these services (HSCG84-16-Q-B11096) which is currently due to close 11 May 2016 will be extended and the period of performance start date changed. Modification of the current Contract (HSCG84-11-D-PAG001) and extension of Solicitation (HSCG84- 16-Q-B11096) requires the awarded contractor to possess a "Z" Permit prior to operation in the State of California. The "Z" Permit issued by the California Public Utilities Commission is verification that all permitting, licensing, insurance, safety, registration and identification required by State, Federal and local law have been met. The California Public Utilities Commission advised on 04/05/2016 that obtaining a "Z" permit can take 60 - 125 days from the date of receiving the application. This process puts many contractors at a disadvantage and limited competition on solicitation HSCG84-16-Q-B11096 which currently has a performance period start date of 1 June 2016. The modification to the current contract and extension of the follow on solicitation will provide all potential contractors, the ability to apply and obtain a "Z" permit prior to submission of their quote. The incumbent contractor possesses the required "Z" Permit, is onsite and has the equipment, personnel, and resources that will allow continued performance under contract HSCG84-11-D-PAG001 and therefore will not cause a lapse in services. The NAICS Code is 485410. The small business size standard is $15.0M. The period of performance for this modification will be from 01 June 2016 through 30 November 2016. The contract type will be a firm-fixed price modification to the existing contract. Business sources, able to provide the above listed services may respond to this announcement within 10 days of its publication. Interested firms should submit in writing, its name, address, point of contact, telephone number, business size, proof of "Z" permit and a brief statement regarding its capability to provide the above services. The information should be submitted to the Emely Hagins at contact@example.gov. This is not a request for proposals and there is no solicitation. All responsible sources may respond. This modification will be executed 15 days after this notice. This modification will be in effect until 30 November 2016.
