The National Institute of Health, on behalf of the National Center for Advancing Translational Sciences, intends to award a sole source, firm fixed price contract to Chemaxon LLC for the renewal of the ChemAxon Software License Suite. This procurement includes associated maintenance, upgrades, and technical support for a twelve month period of performance running from September 10, 2026, to September 9, 2027. The software is critical for maintaining established scientific and informatics workflows, including chemistry data management, compound registration, and property prediction, which support translational research and small molecule discovery. This action is categorized under NAICS code 513210 for Software Publishers. Because this is a notice of intent to award a sole source contract, it is not a request for competitive quotes or proposals. The government has determined that only one source is available to meet these specific needs to avoid interruptions to daily operations and research activities. All inquiries regarding this notice should be directed to the primary point of contact, Leah Hinson, via email.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT, NOT A REQUEST FOR COMPETITIVE QUOTES. A REQUEST FOR QUOTE (RFQ) WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED.

The National Institute of Health on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to award a firm fixed price sole source contract under the authority of FAR 12.102(a), only one source being available to meet the Government's needs, to:

Chemaxon LLC

4 Radnor Corporate Center

Suite 350

Radnor, PA 19087

NCATS hereby submits a notice of intent to award a sole source firm fixed price purchase order for the renewal of the existing ChemAxon Software License Suite, including associated maintenance, upgrades, and technical support, for a twelve (12) month period of performance commencing within thirty (30) days of award.

This is not a new requirement. NCATS has used the ChemAxon software suite since at least 2020 under a prior contract for which multiple option periods were exercised. Although that contract is now expired, the requirement remains current and ongoing. Continued access to the software is necessary to avoid interruption to established scientific and informatics workflows that support NCATS translational research and small-molecule discovery activities.  The ChemAxon Software License Suite supports daily operations involving chemistry data management, chemical structure drawing, compound registration and evaluation, structure searching, standardization, property prediction, virtual synthesis, and related cheminformatics workflows. These capabilities enable NCATS to integrate chemistry information with biological and assay data in support of its mission to advance the development, testing, and implementation of diagnostics and therapeutics.

The North American Industry Classification System (NAICS) code for this requirement is 513210 Software Publishers business size $47M.

The period of performance will be for one (1) 12-month base period from date of award to September 10, 2026 – September 9, 2027.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. This hereby constitutes a synopsis of the requirement.

CLOSING STATEMENT

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.

Kronos Family of Systems Commercial Solutions Opening
Solicitation # FA8806-26-S-0001
The Kronos Family of Systems Commercial Solutions Opening (CSO), solicitation FA8806-26-S-0001, is a competitive effort by Space Systems Command to acquire innovative commercial products, technologies, and services to enhance the US Space Force Command and Control mission. The program focuses on improving scalability, flexibility, interoperability, and resiliency through advanced cloud services, AI/ML, cybersecurity, and mission-specific software. The solicitation is structured as a rolling competitive process with staggered calls for various Areas of Interest (AOIs), utilizing a phased approach that begins with Phase 1A white papers and quad charts, followed by potential pitch sessions in Phase 1B and full technical and price proposals in Phase II. Awards may be executed via FAR-based fixed-price contracts or Other Transaction Agreements (OTA), with a primary focus on prototype development typically spanning a six-month performance window. Evaluation is conducted by subject matter experts based on government interest, technical validity, innovation compliance, and vendor viability rather than a lowest-price basis. Key requirements for offerors include the submission of an Organizational Conflict of Interest (OCI) mitigation plan, adherence to unclassified submission standards for initial phases, and the provision of small business subcontracting plans for large businesses under FAR-based awards. The notional schedule indicates a series of AOI openings and evaluations occurring between July 2026 and March 2027, with rolling prototype awards beginning in November 2026.
