The National Institute of Health on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to award a firm fixed price sole source contract under the authority of FAR 12.102(a), only one source being available to meet the Government's needs, to:

NCATS hereby submits a notice of intent to award a sole source firm fixed price purchase order for the renewal of the existing ChemAxon Software License Suite, including associated maintenance, upgrades, and technical support, for a twelve (12) month period of performance commencing within thirty (30) days of award.

This is not a new requirement. NCATS has used the ChemAxon software suite since at least 2020 under a prior contract for which multiple option periods were exercised. Although that contract is now expired, the requirement remains current and ongoing. Continued access to the software is necessary to avoid interruption to established scientific and informatics workflows that support NCATS translational research and small-molecule discovery activities. The ChemAxon Software License Suite supports daily operations involving chemistry data management, chemical structure drawing, compound registration and evaluation, structure searching, standardization, property prediction, virtual synthesis, and related cheminformatics workflows. These capabilities enable NCATS to integrate chemistry information with biological and assay data in support of its mission to advance the development, testing, and implementation of diagnostics and therapeutics.

The period of performance will be for one (1) 12-month base period from date of award to September 10, 2026 – September 9, 2027.
