The U.S. Army Corps of Engineers (USACE) plans to enter into two successive leases totaling approximately 24.7 acres at Hicks Landing to facilitate the operation of a Float Bridge Training Area for Fort AP Hill. These leases will grant Fort AP Hill access to the Rappahannock River, which offers a unique environment necessary for watercraft training that cannot be replicated on base. Due to the specialized nature of the requirement, the USACE intends to use a justification and approval for other than full and open competition to secure these leases, ensuring continued support for essential watercraft training activities. Comments on this proposed sole source action are invited and must be submitted in writing by May 25, 2021, to the Chief of Real Estate Acquisition, Management and Disposal Section at the USACE Norfolk District office. The point of contact for inquiries is Julia Pendleton, reachable via phone or email. The contract is managed under the Department of Defense, W2SD Endist Norfolk office, with performance located at Rappahannock Academy, Virginia. The related solicitation numbers are DACA65-5-21-0006 and DACA65-5-21-0007.
