The U.S. Army Medical Research Acquisition Activity, on behalf of the Walter Reed Army Institute of Research Veterinary Services, intends to negotiate a sole source contract with Lovelace Biomedical & Environmental Research Institute (LEBRI) for the provision of proprietary software licensure, maintenance, and on-site support for the LEBRI Animal Management System (AMS) software currently in use at WRAIR. The acquisition is justified under statutory authority allowing sole source procurement because LEBRI holds proprietary rights to this specific software, which has been operational at WRAIR for five years and uniquely fulfills the agency's requirements. The AMS software supports critical functions including management of Institutional Animal Care and Use Committee protocols, tracking animal numbers, generating cage cards and reports, maintaining medical histories, recording procedure proficiency, tracking personnel training, providing on-site technical support, and complying with Defense Information Assurance Certification and Accreditation Process standards for use on the DoD network. The contract is planned for an initial base year with four additional option years, totaling five years of support and software maintenance. This notice is not a solicitation for competitive proposals but serves to gauge potential interest and capability from other responsible sources as permitted under applicable federal regulations. Interested parties are invited to submit capability information by a specified deadline; however, the Government retains sole discretion to proceed with a non-competitive, sole source award. No solicitation is currently available, and all inquiries must be directed via email to the assigned contract specialist. The procurement falls under NAICS code 511210 and is intended to maintain continuity and support for an essential animal management system integral to WRAIR’s research operations.
