The U.S. Army Medical Command intends to award a sole source contract to Edge Biosystems Inc., a small business based in Gaithersburg, Maryland, for the procurement of specific reagent kits used with Applied Biosystems 3730 and 3130 Genetic Analyzers at the Armed Forces Institute of Pathology in Washington, DC. The contract covers one base year and includes the delivery of 55 Performa DTR Ultra 96 Well Plate Kits and 17 V3 96-Well Short Plates, with a detailed delivery schedule stretching from November 2008 through September 2009. This procurement is justified as a sole source due to Edge Biosystems being the only manufacturer providing reagents compatible with the Government’s current validated sequencing procedures, necessary to avoid extensive revalidation efforts that would disrupt DNA identification operations for U.S. service members. The award will be based on a best value determination, with technical acceptability prioritized over price to ensure the reagents meet the Government's brand name requirements and standards. Proposals or capability statements will be considered from responsible sources within a limited timeframe following the publication of the notice, but the Government reserves the right to award without discussions and on an all-or-none basis. The contract will include numerous standard FAR and DFARS clauses related to commercial items, small business utilization, labor and equal opportunity requirements, restrictions on foreign purchases, and electronic payment submissions. This solicitation is set to close on November 7, 2008, with award anticipated by November 14, 2008.
