PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price purchase order with Golden Engineering, Inc. (Centerville, IN) for the purpose of procuring services and repairs of Golden Engineering portable X-ray generators on an as-needed basis. The FBI requires a service maintenance agreement to repair, clean, maintain and/or calibrate existing XRS4, XRS3, XR200, and XR150 portable x-ray equipment manufactured by Golden Engineering, Inc. Based on market research conducted and contacts made with knowledgeable individuals within the Government and related industry, it has been determined that Golden Engineering, Inc. is the sole developer/manufacturer of the FBI's existing equipment and, due to their proprietary rights of the existing equipment, Golden Engineering, Inc. is the only provider for service, repair, parts, calibration, and potential upgrades of this equipment; therefore, they are the only company capable of providing the service agreement that will satisfy agency requirements. This notice will be distributed solely through the General Services Administration's SAM.gov website (www.SAM.gov). Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 Other Electronic and Precision Equipment Repair and Maintenance; the size standard is $22,000,000.00. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Lisa R. Jackson, lrjackson@fbi.gov, no later than 3:00pm (Eastern) on Wednesday, November 10, 2021. Responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered. Information received will be used solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. Please ensure that your company's SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. *Justification for Other Than Full and Open Competition document available upon request*

Food Supply & Commissary LogisticsThe contract requires secure, daily delivery and logistics services to support all food service operations at the FBI headquarters in Washington, D.C., specifically ensuring the timely and safe transport of fresh produce, dairy, proteins, dry goods, and branded consumables. All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. This subcontract falls under NAICS code 424480, which pertains to grocery and related product merchant wholesalers, indicating the focus is on wholesale distribution logistics rather than retail or manufacturing. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office. While no set-aside provisions or point of contact details are specified, the contract demands operational precision, compliance with federal security protocols, and the ability to integrate seamlessly into the existing food service infrastructure without compromising safety or efficiency.
