The Defense Security Service (DSS) plans to negotiate a sole source contract with Bloomberg Finance, L.P. for Bloomberg Professional Services, also known as Bloomberg Anywhere, to support the Intelligence Community. This procurement will utilize the authority of the Federal Acquisition Regulation procedures allowing for other than full and open competition, citing the unique capabilities Bloomberg provides in terms of breadth and filtering that no other firm can match. The notice serves as an official intent to award and is not a solicitation for competitive bids, but firms believing they can fulfill the requirements are invited to submit a written response with supporting documentation within three business days for the government to assess if competition is feasible. The contract falls under the NAICS code 519190 and will be performed at DSS's office in Quantico, Virginia. Interested parties must communicate exclusively through email to designated contracting officers, with Kayla L. Garcia as the primary contact for questions. The government's decision to proceed without competition will be based solely on the information received during the response period. This streamlined process aligns with FAR Part 12 for acquisition of commercial items and Subpart 13.5 simplified procedures, emphasizing the unique nature of the service required and the contracting agency’s discretion in determining the procurement pathway.

Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
