Solicitation # W912MVD260002
The contract notification outlines anticipated levee construction and rehabilitation work to be completed in Fiscal Year 2026 within the Mississippi Valley Division, specifically across the Memphis (W912EQ), Vicksburg (W912EE), and New Orleans (W912P8) Districts. The scope includes extensive civil works involving earthen levee embankment enlargement and repair, seepage berm and seepage cut-off construction (including sheet pile and slurry walls), installation and development of relief wells, floodwall construction, drainage systems, turf establishment, and access roadway construction. Work will encompass site clearing, placing and compacting earth fills with moisture and density controls, soil boring analysis, installation and grouting of groundwater wells, reinforced concrete tasks as called for in the plans, and other related incidental activities. All materials, labor, equipment, and supervision necessary to complete these tasks under contract drawings and specifications will be furnished by the contractor. The projects are subject to change as design details evolve and impacts are assessed, reflecting a pre-solicitation status rather than a finalized contract. This effort is structured as a multiple award task order contract, anticipated to provide a flexible procurement mechanism for the government to meet various levee and floodwall maintenance and construction needs across the three districts. The solicitation was posted in November 2025 with responses due by the end of September 2026. While no specific contract value or detailed pricing data are available in the notice, the estimated project investments range based on individual levee segments, with some projects estimated between $0-$5 million and others exceeding $10 million. The contracting offices reside within the U.S. Army Corps of Engineers in Vicksburg, MS, with distinct points of contact for small business outreach and district contracting chiefs provided for each district. Inspection and acceptance activities will be performed at the construction sites along the Mississippi River levee system, adhering to the technical requirements outlined in construction drawings, with the government maintaining quality assurance responsibilities. The solicitation does not include detailed FAR clauses, special contract requirements, or evaluation criteria within the notice, and it directs prospective offerors to agency points of contact and standard USACE procedures for additional information.
