Joint Standoff Weapon (JSOW) FY25 Mission Planning Additional Scope ModificationThe Naval Air Systems Command (NAVAIR) based in Patuxent River, Maryland, plans to issue a sole source modification to Delivery Order N0001925F0004 under Basic Ordering Agreement N0001920G0007 to Raytheon Company in Tucson, Arizona. This modification pertains to additional FY26 mission planning sustainment and integration support for the Common Unique Planning Component (CUPC) Weapon Planning Environment (CWPE) software and its related components. The acquisition is conducted on a sole source basis due to Raytheon's unique position as the sole designer, developer, and manufacturer of the Joint Standoff Weapon (JSOW), possessing exclusive knowledge, production tooling, facilities, and technical data required for the work. This notice is for informational purposes only and is not a solicitation for competitive proposals. Interested parties may express interest and capabilities, but the Government retains full discretion over the decision not to compete the procurement. No government commitment is made to issue solicitations or awards, nor will the Government pay for any responses received. Potential subcontracting opportunities might be available with Raytheon, and interested parties are encouraged to seek those opportunities directly with the company. NASA JSC Intends to Issue a New Work Modification to the Exploration Extravehicular Activity Services (xEVAS) Contract 80JSC022DA022 (Axiom Space, Inc.) to Add CLIN 5: Hardware Production & Delivery (Sole Source)NASA Johnson Space Center plans to issue a sole-source contract modification to Axiom Space, Inc. under the existing Exploration Extravehicular Activity Services (xEVAS) contract (No. 80JSC022DA022). This modification adds a new Contract Line Item Number (CLIN 5) focused on hardware production and delivery in support of extravehicular activity (EVA) system integration, testing, training, and mission execution. The modification does not increase the overall contract ceiling and will run concurrently with the current contract period, which extends through May 30, 2032. The contract remains a firm-fixed-price indefinite-delivery indefinite-quantity (IDIQ) vehicle providing NASA with critical EVA system capabilities needed for Artemis and future exploration missions beyond low-earth orbit. Axiom Space, as the original equipment manufacturer developing the lunar-capable xEVA system, is considered the only responsible source capable of providing compatible hardware without unacceptable schedule delays or duplicative engineering. This specialized work involves highly integrated life-support suits functioning as human-sized spacecraft, and no other sources can meet the unique technical and certification requirements within mission timelines. While NASA invites other vendors to submit capability statements demonstrating compatibility and feasibility by June 22, 2026, the decision to proceed with a sole-source modification to Axiom will be made if no acceptable alternatives are identified. The contract modification will include new terms for ordering, inspection, acceptance, and accountability of NASA-owned hardware to ensure alignment with Axiom’s current system architecture and sustainment responsibilities.

NASA's Kennedy Space Center plans to add six additional Post Certification Missions (PCMs) under the existing Commercial Crew Transportation Contract (CCtCap) and simultaneously order up to three of these missions. This action will be executed through a sole source modification to the contract with Space Exploration Technologies Corporation (SpaceX), the only NASA-certified Crew Transportation System provider. The decision is driven by the necessity to maintain continuous and reliable human spaceflight capabilities to the International Space Station (ISS), especially considering recent mission duration reductions, technical and scheduling challenges faced by Boeing, and the current absence of alternative certified transportation systems. This procurement follows the policy outlined in the NASA Transition Authorization Act of 2017, emphasizing uninterrupted U.S. leadership in space exploration and security. While NASA maintains contracts with both Boeing and SpaceX, only SpaceX has demonstrated reliable crew transportation through twelve successful missions to date. NASA invites organizations interested in demonstrating capabilities to submit their qualifications by June 2, 2026, solely to assess the possibility of a competitive acquisition. However, NASA reserves the right to proceed without full and open competition at its discretion. The acquisition does not involve commercial product or service purchases under FAR Part 12, and provisions such as the NASA Ombudsman clause apply to this procurement.

NASA/Kennedy Space Center (KSC) has a requirement to add six additional Post Certification Missions (PCMs) under the Commercial Crew Transportation Contract (CCtCap) contract NNK14MA74C and concurrently order up to three of these additional missions.

NASA/KSC intends to issue a sole source modification, under the authority of FAR 6.103-1, to acquire the additional PCMs from Space Exploration Technologies Corporation (SpaceX), the only Crew Transportation System (CTS) certified by NASA.

According to the NASA Transition Authorization Act of 2017, (Pub. L. No. 115‑10, 131 Stat. 18 (2017)), “In order to ensure continuous United States participation and leadership in the exploration and utilization of space and as an essential instrument of national security, it is the policy of the United States to maintain an uninterrupted capability for human space flight and operations— (1) in low-Earth orbit; and (2) beyond low-Earth orbit...”

NASA has CCtCap contracts with Boeing and SpaceX. SpaceX is the only known source of CTS that has been certified by NASA to provide crew transportation services to the International Space Station (ISS). To date, SpaceX has successfully launched twelve PCMs to the ISS, demonstrating its capabilities. It is necessary to award additional PCMs to SpaceX given the recently shortened ISS mission durations; technical issues and schedule delays encountered by Boeing; the allocation of missions between Boeing and SpaceX; NASA’s projections for when an alternative CTS may become available; and the ongoing technical challenges of maintaining a reliable CTS capability for crewed flights to ISS. Awarding additional PCMs to SpaceX is essential for NASA to fulfill its responsibility of maintaining uninterrupted flight access for ISS’s safe operation and to safeguard against potential anomalies or mishaps, and unforeseen external factors.

The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Ricardo Santos-Concepcion at ricardo.santos-concepcion@nasa.gov and Steve Parker at steve.parker@nasa.gov not later than 5:00PM ET on June 2, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
