The Federal Bureau of Investigation intends to award a one-time, sole-source, firm fixed price contract to Nordson DAGE for the purchase of the Nordson Q7Pro X-Ray Inspection System in the XPLANE+CT configuration, exclusively due to its unique and highly specialized capabilities that no other vendor can match. This action is justified under FAR 6.302-1(b)(1) and FAR 8.405-6(a)(1)(i)(B), as the system’s proprietary components—including the Onyx FP™ 6.5MP CMOS detector, Quadra NT dual-mode X-ray tube, Revalution™ software, and X-Plane/CT functionality—are essential for the FBI’s Electronic Device Analysis Unit to perform high-precision failure analysis on integrated circuits with 0.11µm feature recognition, 750x geometric magnification, and real-time 3D imaging, standards that competing systems from Zeiss, Nikon, Viscom, and Yxlon cannot meet. The contract is firm fixed price, with delivery required no later than December 31, 2027, at the FBI’s facility in Virginia (ZIP 22135), where installation, inspection, and acceptance will also occur under the Government’s oversight. All vendors must be registered in SAM.gov, as payment will be processed via EFT using the banking information stored there, and only responses submitted via email to Allison E. Stecher at aestecher@fbi.gov by May 15, 2026, will be considered for review. The notice serves as a sources-sought action to confirm the absence of other capable vendors and will be published solely on beta.SAM.gov, with no formal competitive solicitation planned unless new information demonstrates otherwise. No competitive procurement is anticipated, and no technical, cost, or evaluation weighting criteria beyond the system’s inherent technical superiority and mission-critical necessity have been established.
