AI Contract Overview
The Federal Bureau of Investigation (FBI), under the Department of Justice, intends to award a sole-source, firm fixed price contract to Nordson DAGE for the purchase of the Nordson Q7Pro X-ray Inspection System configured with XPLANE+CT. This specialized system is critical to the FBI’s Embedded Devices Analysis Unit (EDAU) laboratory in Virginia for high-precision failure analysis, semiconductor package inspection, and forensic reverse engineering of integrated circuits, tasks essential to sensitive national security and law enforcement missions. The contract award is justified under FAR 6.302-1(b)(1) for non-competitive acquisition due to Nordson’s unique technical capabilities and market exclusivity, with no other suppliers providing an equivalent combination of resolution, imaging modes, and software features. The FOB delivery is to Nordson’s facility in Carlsbad, California, with installation and operation at the FBI’s site in Virginia, and full delivery is required by December 31, 2027. Key technical specifications emphasize superior image quality, workflow efficiency, and speed, distinguishing Nordson’s system from competitors like Zeiss and Nikon. Features include a dual-mode Quadra NT X-ray tube with 0.11µm feature recognition, a 6.5-megapixel Onyx FP™ CMOS detector with low noise and 25 frames per second, advanced 3D tomographic capabilities (X-Plane CT and micro-CT), and proprietary software tools such as Revalution™ and HDR LIVE for real-time failure detection and image enhancement. The procurement process is conducted exclusively via the beta.SAM.gov platform, with submissions due by May 15, 2026, to the contracting officer representative, Allison E. Stecher. Payments will be processed electronically through the System for Award Management (SAM), requiring vendors to maintain accurate registration details, including banking information. While the contract documentation lacks detailed pricing, formal Section I contract clauses, packaging, and marking requirements, the sole-source justification and highly specialized mission-driven needs underscore the criticality and unique nature of this acquisition.
