This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.1, Procedure, 13.106-1(b), Soliciting from a single source and FAR 13.003(b)(2)(i) Small Business Set-Aside (8a). Circumstances of the contract action deem that only limited sources are reasonably available due to unique nature of the requirement to include (1) HIRSH certification (2) proximity to site, (3) familiarity with IRS site operations and (4) and existing security credentials. The government intends to place an sole source award to Plugin Utility Service, Corp, a HIRSCH/IDENTIV certified dealer/service provider in the general proximity/region of Guaynabo (San Juan), Puerto Rico 00968 for purchase and installation of physical security equipment (Electronic Access Control System, Video Surveillance System & Intrusion Detection System) to support an IRS office relocation with a performance period beginning on or about 01/15/2022 through 03/30/2022. Based on market research for the same requirements in the general proximity; Plug-In Utility Services is the only known 8a and HIRSCH certified vendor in the local area that possess a unique familiarly with the IRS sites and requirements along with communications with Battle Creek and the NAC who have responsibility for programming HIRSCH velocity panel spaces. Responses to this notice will be evaluated by the Government. A determination by the Government to expand competition beyond the vendor specified for this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 11:59 PM EST, Dec 15, 2021. Information received will be considered solely for the purpose of determining whether to expand the supplier pool for this brand name procurement.
