The contract outlines a sole source award intended for Plugin Utility Service, Corp, a Hirsch/Identiv certified dealer located near Guaynabo, Puerto Rico. The procurement is conducted under a small business set-aside and limited to a single source because Plugin Utility Service uniquely meets several key requirements: Hirsch certification, proximity to the site, familiarity with IRS site operations, and possession of existing security credentials. The contract involves purchasing and installing physical security equipment, including an electronic access control system, video surveillance system, and intrusion detection system, to support the relocation of an IRS office. The performance period is scheduled to begin around January 15, 2022, and conclude by March 30, 2022. Market research indicated that Plugin Utility Service is the only 8a-certified and Hirsch-certified vendor in the area with the necessary experience and communication links with key programming authorities responsible for Hirsch velocity panel deployments. Although the government intends to award this contract solely to Plugin Utility Service, responses from other interested parties are welcome until December 15, 2021, and will be considered only to determine whether competition should be expanded. Questions and expressions of interest must be submitted in writing to the designated contract specialist, Darryl Mitchell. The overall contract supports the Department of the Treasury's Taxpayer Focused Support office and is governed under NAICS code 238210.
