The Department of Energy (DOE) intends to award a firm fixed price contract solely to Springer Nature for the renewal of subscriptions and electronic access to a comprehensive collection of scientific journals. This award will cover the period from January 1, 2018, to December 31, 2018, under the justification that Springer Nature is the only responsible source able to provide access to the Springer Digital Library, which includes extensive archives of Nature and Scientific American journals dating back to the mid-19th century. The contract will support the DOE’s Office of Scientific and Technical Information (OSTI) by maintaining uninterrupted access to this essential scientific literature, including numerous specialized Nature titles and associated journals critical for research and scientific advancement. The sole-source contract is issued under the authority of FAR 6.302-1(a)(2)(i)(ii), recognizing that no other providers can satisfy the agency's requirements for this unique digital content. The renewal encompasses existing site licenses and access fees for a wide range of journals, some dating as far back as 1869, which is substantiated by market research revealing Springer Nature’s exclusive rights to these archives. The procurement falls under NAICS code 511120 with a size standard of $15 million. This notice is strictly an intent to contract and not a solicitation; no competitive proposals will be requested. The contracting office is located at the Oak Ridge Integrated Support Center under the Office of Science, with Tammy Payne serving as the government contact for this effort.
