NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 6.302-1(a)(2)(i)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, to Springer Science + Business Media, LLC, 233 Spring Street, New York, NY 10013-1522, as the only responsible source that can provide electronic access to Springer Digital Library. Springer Science + Business Media, LLC is the sole publisher and provider of the electronic access to Springer Digital Library providing multisite access to the Springer Scientific Journals. The incumbent contractor shall provide subscription renewal services to the DOE?s Office of Scientific and Technical Information (OSTI). The proposed contract is 1/1/17 through 12/31/17. DOE intends to award this requirement as a sole source to the Springer Science + Business Media, LLC. Springer is the sole publisher for the journals that are required by OSTI. The required list of journal titles (1,575) can be obtained by contacting the Technical POC listed below. This requirement is for subscription renewal of existing approved/required journals and online access to the journals published by Springer. Based on market research, only Springer subscriptions allows access to the Springer Archives from 1845 forward for Nature and Scientific American journals. The North American Industry Classification System (NAICS) code for this requirement is 511120 with the size standard of $15 million.
