Automated Ultrasound-Based, Super Intelligence (SI)-Enabled Fracture Detection
Solicitation # BARDA-FY27-10192026
The Center for Biomedical Advanced Research and Development Authority (BARDA) has issued Sources Sought Notice BARDA-FY27-10192026 to identify innovative medical countermeasure technologies for the rapid triage of musculoskeletal injuries, such as fractures and soft tissue injuries of extremities. This request for information is intended for planning and market research purposes to assess commercially available or nearing-commercial technologies that utilize Super Intelligence (SI) and machine learning for automated ultrasound-based fracture detection. The goal is to find standalone, point-of-care devices that can operate in emergency departments, urgent care centers, and austere field settings without relying on traditional imaging infrastructure like X-ray or CT scans. The desired technology must feature automated volumetric capture, 3D-rotatable modeling, and SI-enabled image processing that outperforms human imaging experts and has undergone FDA 510k clearance processes. BARDA is interested in ruggedized, portable units with sufficient battery life for disaster response, interoperability with electronic health record systems, and minimal training requirements for non-specialist operators. Potential acquisition strategies being explored include direct purchases, leases, or vendor-managed inventory arrangements. Interested small businesses and other than small business concerns under NAICS code 334510 must submit their capabilities statements by 1:00 p.m. Eastern Time on November 18, 2026. Submissions must include separate Technical and Business Representation sections, each limited to 10 pages in 12-point Times New Roman font, and be emailed to Justin Moore and Richard Hall. Responses should detail the company's manufacturing capabilities within the United States, regulatory maturity, supply chain resilience, and cybersecurity standards for handling sensitive patient health information.

This is notice of the Government's intent to solicit from a single source for Biopac Systems, Inc. Sensors. The period of performance for this requirement is expected to be May 1, 2022 - April 30, 2024. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b), which states For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization). The contractor is the only reasonable provider for these supplies. The contractor will provide sensors that Defense CounterIntelligence Security Agency (DCSA) National Center of Credibility Assessment (NCCA) will use to conduct scientific research study to validate the sensors ability to quantify Pulse Transit Time (PTT) and to explore the sensors viability in linking PTT to Credibility Assessment (CA). This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirement, that competition would be advantageous to the Government, and would not degrade the research study to be conducted. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice.

Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing.
