AI Contract Overview

This contract pertains to a sole source procurement by the Defense Logistics Agency Energy (DLA-E) for fuel supplies at U.S. military installations in Qatar, specifically Camp As Sayliyah and Al Udeid Air Base. The government intends to award a three-year firm fixed-price contract exclusively to Qatar Fuel (WOQOD), which is the sole authorized fuel retailer in Qatar and operates under a longstanding concession granted by Qatari law, extended through 2029. The contract covers substantial quantities of gasoline and diesel fuel, with estimated three-year totals of approximately 724,000 gallons of gasoline at Camp As Sayliyah, 15,852,000 gallons of gasoline at the same location, and around 2,952,000 gallons of diesel at Al Udeid Air Base, totaling over 22 million gallons. Due to Qatar’s legal restrictions and the state-controlled nature of Qatar Fuel, the government has determined that only WOQOD can supply these fuels, and thus, a competitive solicitation will not be issued. The procurement process involves direct negotiations with Qatar Fuel, with no solicitation planned, though responsible parties may submit capability statements for consideration. The notice emphasizes that the contract is small business set aside under NAICS code 324110, with the potential for interested vendors to demonstrate their capabilities by submitting documentation by the specified deadline. The contract is supported by amendments to related solicitations, which extend proposal deadlines and update quantities and performance periods, ensuring the continuity of fuel supply for U.S. military operations in Qatar. The government’s decision to proceed with a sole source award is based on legal and logistical considerations, and all submissions must be made electronically to the designated contacts by April 30, 2025.
