The U.S. Department of Energy's Oak Ridge Office intends to award a non-competitive Purchase Order to the Oak Ridge Utility District for the provision of odorant injection, monitoring, reporting, and equipment maintenance at two delivery stations servicing Oak Ridge National Laboratory and the Y-12 Plant. This action is justified under FAR 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy the agency's requirements. Market research has determined that other local providers offer odorization services exclusively within their own municipalities, making ORUD uniquely qualified as the natural gas provider in the Oak Ridge area to fulfill these needs for DOE facilities. Although this notice does not constitute a solicitation or request for quotes, interested vendors capable of meeting the service requirements may submit a written response by 4 p.m. Eastern Time on February 28, 2019, to be considered. The government's decision to forego competitive bidding will depend on any responses received by that deadline. Vendors must be registered in the System for Award Management to be eligible. The contract pertains specifically to maintaining reliable odorization services critical to the safe and compliant operation of natural gas distribution at key DOE sites in Oak Ridge.

NOTICE OF INTENT TO AWARD A NON-COMPETITIVE PURCHASE ORDER In accordance with FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the U.S. Department of Energy (DOE), Oak Ridge Office, intends to award a non-competitive Purchase Order to the Oak Ridge Utility District (ORUD) for injection of odorant, as well as monitoring, reporting, and equipment maintenance tasks, at two delivery stations for the Oak Ridge National Laboratory (ORNL) and the Y-12 Plant. Market research indicates other area providers and utilities who perform odorization services and equipment maintenance do so only for their individual municipalities. ORUD is the natural gas provider for the Oak Ridge area and as a result is the only entity capable of providing the odorization services and required maintenance for the DOE facilities located in Oak Ridge. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Notwithstanding, any vendor who believes it is capable of meeting the requirement as stated herein may submit a response, which will be considered only if received by 4 p.m. Eastern Time on February 28, 2019. Responses to this posting must be in writing and submitted to contact@example.gov no later than the aforementioned time and date. A determination not to compete this requirement, based on the responses to this notice, is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov/SAM/ in accordance with FAR Part 4.11.

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.
