SUNY Schenectady is soliciting quotes from qualified natural gas suppliers and brokers for a fixed-price supply contract under RFQ 2026-07. The procurement is a competitive sealed bid for a commodity purchase, with the award granted to the lowest responsive and responsible bidder based on a firm, all-inclusive price per therm. The anticipated contract will begin on February 1, 2027, for a term of either three or five years. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. Bidders must submit their cost bids in a separate sealed envelope by November 19, 2026. A comprehensive submission package is required, including a signed bid form, an IRS W-9, evidence of authorization to supply gas in New York State, and certifications regarding conflicts of interest, non-collusive bidding, and Iranian energy sector divestment. Evaluation is based on the bidder's ability to provide uninterrupted service, past performance, and regulatory compliance. Woman and minority-owned businesses are encouraged to apply. All broker fees must be embedded in the per therm rate, as the college will not pay separate broker fees.
