SMART has issued a Notice of Intent to award a negotiated, noncompetitive purchase order for eighteen (18) ITT Enidine Rotary Shock Absorbers (Part # FP24042) and an additional eighteen (18) units of the same type (Part # FP24353), with an estimated total value of $50,000. This action is based on the understanding that these specific parts can only be supplied directly by ITT Enidine, Inc., and therefore, the procurement will proceed without a competitive bidding process. However, SMART is inviting other vendors and suppliers to review the specified parts and respond if they believe they can legally supply these items, with responses serving solely to determine whether a competitive procurement should be initiated instead of proceeding with the sole-source arrangement. The solicitation, identified as OP-EQ-25-007, was posted on October 21, 2025, with a response deadline of October 31, 2025. The procurement falls under NAICS code 333618 and is managed by the Vehicle Maintenance organization within the California state agency. Interested parties can find additional details and submit responses through the provided online link. The contract emphasizes the importance of verifying the ability to supply the parts legally and highlights that the decision to proceed with a sole-source contract is contingent upon the responses received from potential suppliers.

Full Description

SMART is issuing a Notice of Intent to Award a Negotiated Purchase Order without seeking competition for the purchase of eighteen (18) ITT Enidine Rotary Shock Absorbers (Part # FP24042) and a quantity of eighteen (18) ITT Enidine Rotary Shock Absorbers (Part # FP24353) because it is SMART’s understanding that the only available source to supply these specific parts is directly from ITT Enidine, Inc. itself. The estimated value of this purchase is $50,000. SMART is requesting vendors and suppliers review these specific parts and if upon review of this Notice, vendors or suppliers determine that they can legally supply these parts to SMART, SMART requests that those vendors or suppliers submit a response to this Notice of Intent. Any responses received shall be considered solely for the purpose of determining whether to conduct a competitive procurement rather than proceeding with this sole-source negotiated contract.
