4. DESCRIPTION


The Contractor shall provide all necessary labor, supervision, equipment, supplies, transportation, and materials to operate a Contractor Operated Civil Engineer Supply Store (COCESS) storefront and warehouse at Ellsworth AFB, South Dakota.


The COCESS functions as a simplified procurement and logistics hub for the Civil Engineer Squadron (CES) and base Facility Managers to acquire commercial and industrial materials, tools, and equipment.


.4.1 Procedures for Award: Other than full and open competition under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 ("Only one responsible source and no other supplies or services will satisfy agency requirements"). The Government intends to award a sole-source, Firm-Fixed-Price (FFP) bridge contract with CC Distributors, Inc.


4.2. Period of Performance: A six (6) month base period (1 October 2026 – 31 March 2027) with one six (6) month option period (1 April 2027 – 30 September 2027).


4.3. Anticipated Award Date: 1 October 2026.


5. Interested businesses may identify their capability to fulfill this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that they have the capability to seamlessly integrate a COCESS by 1 October 2026. Documentation submitted shall not exceed 5 pages and must be submitted electronically via email to the POCs in paragraph 1.
