The Food and Drug Administration (FDA) plans to award a sole source, firm-fixed-price commercial purchase order to BioIVT, LLC for metabolism-qualified cryopreserved human hepatocytes under authority permitting non-competitive procurement due to the absence of alternative sources capable of meeting specific technical requirements. BioIVT is identified as the only vendor able to supply hepatocytes with precise donor characteristics including age ranges, post-thaw viability exceeding 85%, and validated metabolic activity essential for ongoing FDA research. This acquisition employs simplified procedures for commercial items and is classified under NAICS code 325414, with no small business set-aside. The contract includes four distinct female donor lots totaling 24 vials—six vials from a young donor (20–35 years) and 18 vials from three older donors (54–70 years)—along with specialized cell culture media, an antibiotic reagent, a cryogenic shipping container, four certificates of analysis detailing donor data, and a complete protocol package for handling and culturing the cells. All deliverables must be shipped within seven days of contract award. The notice serves as an opportunity for other potential vendors to submit capability statements by May 29, 2026, but the government retains full discretion to proceed solely with BioIVT based on the unique nature of the requirement.
