The FDA plans to award a sole source, firm-fixed-price purchase order to BioIVT, LLC for the supply of metabolism-qualified cryopreserved human hepatocytes needed to support ongoing FDA research. BioIVT is identified as the only capable source meeting specific donor requirements, viability, and metabolic activity standards essential for this study. A prior sources sought notice received no other vendor responses, justifying this sole source award under federal acquisition regulations. The procurement follows simplified acquisition procedures for commercial products under FAR Part 12, with NAICS code 325414 for Biological Product Manufacturing. Deliverables include four distinct female donor lots of cryopreserved human hepatocytes totaling 24 vials, each with high post-thaw viability, spanning donor ages 20-35 and 54-70 years. Additionally, culture media, an antibiotic reagent, appropriate cryogenic shipping, and full technical documentation including certificates of analysis and handling protocols must be provided. Delivery is required within seven days of contract award. Interested parties had the opportunity to respond by May 29, 2026, though this notice does not constitute a competitive solicitation. The FDA retains discretion over whether to pursue competition based on any responder's capability statement.
