The contract is for non-personal services for calibration required by the Marine Corps to verify and re-align (calibrate) a base quantity of up to 246 systems of the AN/USM-718A Ground Radio Maintenance Automatic Test Systems (GRMATS), with options for additional calibration services of up to 150 GRMATS and up to 1250 hours of engineering and technical support to assist with calibration, sustainment, and potential upgrades to the GRMATS. As the OEM of the AN/USM-718A, Aeroflex is the only company that has obtained a Commercial Service Provider certification to perform calibration services on the AN/USM-718A. Award to any other source than Aeroflex Wichita, Inc. would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. See attached J&A.
