Notice of Intent to Award a Sole Source Contract for Cybersecurity Compliance and Risk Management

The Missile Defense Agency (MDA) plans to extend the existing cost-plus-fixed-fee contract with Torch Technologies, Inc. for cybersecurity compliance and risk management services. This contract, originally awarded on a sole source basis under the authority allowing only one responsible source, supports the MDA Chief Information Office and is set to continue uninterrupted through a three-month extension, from February 7, 2018, to May 7, 2018. The extension ensures continuity of operations while the agency moves forward with a competitive procurement process under the Technical, Engineering, Advisory, and Management Support acquisition strategy. This contract extension will be executed through a contract modification under the statutory authority permitting sole source awards when no other suppliers can meet the agency’s requirements.
