The Naval War College’s College of Distance Education intends to award a sole source contract for the preparation, conduct, and administration of two graduate-level seminar courses in Theater Security Decision Making as part of its Fleet Seminar Program in the Norfolk, Virginia, area. The contract period is from July 24, 2018, to June 7, 2019. This action is justified under federal acquisition regulations permitting non-competitive award when only one responsible source can meet the unique qualifications required, which include a combination of professional military education, joint and naval warfare operational experience, and proven competence in teaching Naval War College curriculum. Due to the courses being held off site from the Naval War College in Newport, there is a necessity to contract an instructor and local administrator residing in the Norfolk area with specialized expertise. The contractor identified for this work is Lawrence Brady, who meets the criteria including a required graduate-level education in relevant fields such as Military History or National Security Affairs and significant operational and teaching experience. The small business size standard applicable is $15 million under NAICS code 611710. Although this is a sole source procurement, other capable sources were invited to submit capability statements or quotations by June 8, 2018. If no other responses are received by that deadline, the contract will be awarded to the sole source. The solicitation reflects the incorporation of Federal Acquisition regulations effective as of November 2017, and all proposals must be submitted electronically to the designated government email without phone inquiries.
