The Naval War College’s College of Distance Education (CDE) is set to award a sole source contract for the preparation, conduct, and administration of two graduate-level seminar courses in Theater Security Decision Making (TSDM) as part of its Fleet Seminar Program in the Annapolis, MD, and Washington DC areas. The contract, running from July 24, 2018, to June 7, 2019, is issued under the authority of FAR 6.302-1 and 10 USC 2304(c)(1), citing that the required services are available from only one responsible source. The contractor identified for this work is Edmund Barrett, who uniquely meets the stringent qualifications necessary for the position, including advanced degrees in relevant fields, operational experience at the officer grade of O-5 or equivalent, and familiarity with Naval War College curriculum and teaching methodology. Given these specialized requirements and the off-site location of the courses, the contract will cover the development of the course syllabus, procurement of teaching materials, and administrative funding managed by the CDE resident faculty. This opportunity falls under NAICS code 611710, with a small business size standard of $15 million. Although designated as a sole source contract, the Naval War College has invited other responsible parties to submit capability statements, proposals, or quotations by December 6, 2017, for consideration. A formal Request for Quote was scheduled for release on May 29, 2018, with responses due by June 8, 2018. The procurement will include standard solicitations, provisions, and clauses effective as of November 6, 2017, and emphasizes no telephone inquiries. If no other capable sources submit proposals by the deadline, the contract will be awarded to the sole identified contractor.
