The Department of Defense's Naval Supply Fleet Logistics Center San Diego intends to award a sole source contract to EDGEONE LLC, operating as EdgeTech, for the procurement of specialized underwater equipment requiring 4200 Underwater Full Spectrum Chirp Processor units and 1000 Meter Stainless Steel Pressure Housing with Endcaps and Connectors. These components are essential for the Arctic Submarine Laboratory (ASL) and are uniquely provided by EdgeTech, which is the sole manufacturer and provider of this equipment. The items are included in ASL’s NAVSEA-approved packages and have been tested on other submarine platforms, making them critical and non-substitutable for the ASL’s existing TempAlt systems. EdgeTech’s Side Scan Sonar instrumentation is specifically mandated due to its unique compatibility with ASL’s technical and operational requirements. The contract will be awarded under the authority of FAR 13.501(a)(1)(ii) as a commercial sole source procurement. While this notice allows interested parties to express interest and submit product information by a specified date, it does not represent a solicitation or request for proposals, nor will a competitive solicitation be issued. The government retains full discretion on whether to proceed without competition based on any responses received. The purchase terms include FOB Destination, and necessary justification and approval documents are attached to support the sole source determination. This contract action addresses specialized technical requirements that only EdgeTech can fulfill due to proprietary rights and NAVSEA-approved certification of their Side Scan Sonar products.
