The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, plans to award a firm fixed price purchase order to National Instruments (NI) for the supply of a PXIe Chassis system. This system includes a high bandwidth 18-slot chassis capable of 24GB/s data throughput, a chassis controller, and two modules for waveform generation and PCIe control. The PXIe system is selected due to its ability to time synchronize all installed modules with precise timing accuracy and external clock and trigger routing, which is essential for the Navy’s technical requirements. National Instruments is uniquely positioned to provide a fully integrated solution that meets or exceeds the minimum hardware specifications, making it the only responsible source capable of fulfilling these needs. This award will be made through a sole source procurement under FAR Part 13, utilizing Simplified Acquisition Procedures without a request for competitive quotes or proposals. The government has determined, based on statutory authority, that only NI can satisfy the specific agency requirements, and this notice serves as an announcement of intent rather than a solicitation. Interested firms with the capability to provide equivalent services may submit capability statements for consideration, but the decision to proceed without competition rests solely with the government. Questions and statements of capability are directed to the assigned contract specialist, Joshua Patton.
