--NOTICE OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO THE eRESEARCH TECHNOLOGY INC, (ERT)

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source contract to eResearch Technology (ERT) for the provision of commercial, proprietary software services. The contract involves refining the development, installation, and implementation of database support and enhancements within the existing Clinical Database Management System. This procurement is being conducted without competitive bidding to avoid significant project delays, unnecessary duplication of government costs, and because competitive bidding would not generate cost savings. The sole source justification is based on the authority of FAR 6.302-1. Although this is not a request for competitive quotes, USAMRAA will consider statements of capability from other responsible businesses submitted before the close of business on July 7, 2005.
