The Broadcasting Board of Governors’ International Broadcasting Bureau, specifically the Voice of America’s Central Program Division Music Programs Service, seeks to procure specialized computer software designed to schedule music and other production elements for VOA radio programs. The software must seamlessly integrate with the existing Master Control XV system supplied by Radio Computing Services, Inc. (RCS), fully utilizing its features such as studio console interfaces, digital audio storage management, live-assist and voicetracking functions, and the "Living Log" instant reconciliation capability. Additionally, the software provider must offer continuous support with 24/7/365 live telephone and internet assistance to meet VOA’s operational demands. Due to the specialized nature of the integration and support needs, the agency plans to non-competitively award the contract to RCS under the Federal Acquisition Regulation, which allows sole-source procurement when only one responsible source is available. However, other firms confident in their ability to meet these strict integration, compatibility, and support requirements may submit a written statement of interest along with detailed descriptions of their capabilities and recent relevant experience. Submissions must include references from at least three recent clients and be sent to the designated contact by the specified deadline. The solicitation, identified as "R -- Music Scheduling/Digital Automation Control Software," was posted on June 22, 2005, with inquiries directed to Gary C. Hosford.

If other firms believe that they can meet the above-stated computer software specialized integration and interface compatibility requirements with the VOA's existing Master Control XV system, and that they can also provide the required 24/7/365 service support of this software, as is presently proposed to be met by the BBG's non-competitive procurement from RCS; they can respond to this Public Notice by providing the BBG with both: (1) a written statement of their specific interest in meeting the BBG's above-stated specialized requirements; and (2) a detailed description of the firm's specific capabilities and recent pertinent experience to be able to convincingly demonstrate to the BBG that the firm can fully meet ALL of the above-stated specialized integration and interface compatibility, and 24/7/365 service requirements. Such descriptions must include the names and telephone numbers of at least three (3) of the firm's recent customers that the BBG can quickly contact to validate the authenticity of the firm's stated capabilities and experience in meeting the BBG's requirements. Any firms that decide to respond to this Public Notice must submit ALL of the above-requested information to Cynthia A. Krasinski, located at 330 Independence Avenue, SW, Washington, DC 20237, Room 3254, via either facsimile at +1 (555) 000-0000 or E-mail at contact@example.gov by not later than 2:00 pm EDT, Thursday, July 7, 2005.
