Putnam County School District, acting through the Northeast Florida Educational Consortium (NEFEC), intends to award a single-source procurement for a Certified De-escalation & Restraint Training (CRT) Train-the-Trainer seminar under Florida Statute 287.057(3)(c) and District Policy 450.03, bypassing competitive bidding due to the need for standardization and continuity with an existing vendor. The procurement is non-competitive and requires no formal solicitation; responses are solicited solely to determine if competition is in the district’s best interest. The sole-source vendor, Certified De-escalation & Restraint Training (CRT), will deliver a one-day, instructor-led training session on May 29, 2026, for up to 25 participants, providing certification upon completion, printed Instructor and Participant Manuals, digital access to instructional videos and PowerPoint presentations, and post-training support via phone and online conferencing. The total estimated contract value is $25,000 for a one-year term, with payment due 30 days after service completion, and all deliverables are performance-based with no physical goods or packaging requirements. The training must align with district-specific crisis intervention protocols, and the vendor is expected to ensure consistent application of CRT protocols across the district. Responses must be submitted electronically through the e-Procurement Platform by 9:00 a.m. on May 29, 2026, and must include the company name, contact information, and a statement of capability; no formal proposal structure, evaluation factors, or federal contracting clauses apply, as this is a state-level, single-source action. The contracting office is located in Palatka, Florida, with Bryan Helms as the Director of Purchasing and Joshua Speicher as the Purchasing Coordinator serving as primary points of contact, while the vendor’s representative is Matt Eldridge. No Unique Entity ID, CAGE code, socioeconomic certifications, or federal accounting codes are referenced, and no COR, COTR, or PCO is formally designated.
