The Naval War College's College of Distance Education (CDE) intends to award a sole source contract to Paul Holman for conducting two Naval Command and Staff Program Block 1 online courses and attending a related workshop, as detailed in the statement of work. This contract is justified under FAR 13.106-1(b)(1)(i) and 10 USC 2304(c)(1) because only one source possesses the unique combination of qualifications required, including advanced education in military history or related fields, joint and naval operational experience, and proficiency in delivering the Naval War College curriculum at the graduate level. The contractor’s credentials align precisely with these needs, making competitive procurement unnecessary based on thorough market research. The period of performance for this contract is from November 11, 2022, through September 24, 2023, with the NAICS code 611710 for Education Support Services and a small business size standard of $21 million. Although designated a sole source award, the Naval War College has issued a Request for Quote on October 14, 2022, with a submission deadline of October 24, 2022, allowing any responsible party to submit capability statements or proposals for consideration. If no other responses are received by the deadline, the contract will be awarded solely to Mr. Holman by October 25, 2022. All inquiries and submissions must be emailed directly, with no phone calls permitted.
