Notice of Intent to Award Sole Source

NOTICE OF INTENT TO AWARD A SOLE-SOURCE PURCHASE ORDER Army Contracting Command APG, Tobyhanna Division intends to award a sole source purchase order for a quantity of four fan assembly's part number 012131000 cage number 82877 and circuit card assembly's part number 1822-46 cage number 57487. These items to repair military equipment and with environmental requirements for operation in harsh environments including those that require radiation hardening. This fan assemblies and its associated controls circuit card assemblies (CCA) were specifically designed to operate in the MIDS Cooling Unit. The fan assemblies and circuit card assemblies will be provided by the Sole Distributor Kellstrom Defense part numbers 1822-46 and 012131000. The Sole Distributor information is as follows: KELLSTROM DEFENSE AEROSPACE 15501 SW 29th Street Suite 101 Miramar, FL 33027 USA Phone: (954)538-2045, Fax: (954)538-3233. The operational details of these supplies can only be described by tests performed on the next higher assembly. Rotron Ametek is the only manufacturer for these supplies. Based on market research KELLSTROM DEFENSE AEROSPACE is the only distributor identified by the manufacturer. This fan and its associated control CCA was specifically designed to operate in the end item identified in the description of supplies. The requirements for operation in the end item are proprietary to VIASAT and the design requirements for the fan and control CCA are proprietary to Rotron Ametek. As such, the salient features of form-fit-function cannot be described in detail for consideration by other manufacturers and the government would have no way to evaluate any offers other than the brand name cited in this justification. The Government intends to acquire this supply under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with KELLSTROM DEFENSE AEROSPACE under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any interested party that can provide this product, without compromising manufacturing delivery, warranty or mark ups, you may submit a statement of capabilities that may be considered by Tobyhanna Army Depot. A statement of capabilities must include the details of the fan and circuit card assemblies, including manufacture authorization, OEM warranty agreement, and a price list. These requirements shall be received by 3:00pm EST on 19 April 2021. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required system and authorization by the manufacture. A capability statement, price list and any other information furnished must be transmitted via e-mail and contain all essential material so the Government can perform a requirements determination.
