The US Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), Acquisition Services Division hereby issue this notice of intent to sole source. PHMSA intends to award a sole source firm-fixed price purchase order to Intersection Media, LLC located at 10 Hudson Yards, Fl 26, New York, NY, 10001-2159 for the purchase of advertising space for PHMSA's 811 - Call Before You Dig Program. In accordance with PHMSA's Strategic Plan, raising awareness about 811 is a priority. Damage to 811 during digging projects is the leading cause of pipeline incidents involving fatalities or injuries. The 811 - Call before you dig message is the critical first step in the safe digging process, and if a call to 811 is placed prior to a digging project, in 99% of the cases, no damage to the underground facility will occur. The message is appropriate for a large audience - anyone who digs or may dig in the future, or who knows someone who digs. 811 awareness is growing across the country, but data shows that over 50% of homeowners still do not plan to call before digging. Working with the Intersection Media provides PHMSA with a unique opportunity to reach a wide variety of stakeholders. PHMSA has elected to raise 811 awareness in the Chicago, Philadelphia and San Francisco areas because Illinois, Pennsylvania and California have been identified as target states for PHMSA's 2017 811 outreach program. Placing 811 educational messages throughout the transit systems will provide the opportunity to reach a broad array of demographics, to include homeowners and construction workers who use the system to commute on a daily basis. Intersection Media. LLC is uniquely qualified to assist PHMSA with this initiative because it is the sole contractor for advertising on the transit facilities in these cities. Only by working with Intersection can PHMSA participate in this opportunity. The package will allow PHMSA to reach approximately over 47,700,000 with 811 impressions. The NAICS code is 541890 (OTHER SERVICES RELATED TO ADVERTISING). This is not a request for competitive quotes. It is anticipated that an award will be issued to Intersection Media, LLC, within approximately fifeteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. All responses shall be received no later than 11:59 PM ET on July 12, 2017 to the attention of Stephen Jones via email at stephen.jones.ctr@dot.gov.
