The Naval War College’s College of Distance Education requires a sole source contract to conduct multiple Federal Knowledge Curriculum/Surface Warfare and Special Warfare Naval Command Staff Seminars, along with participation in a related workshop. This contract is awarded under the authority that permits non-competitive procurement when only one responsible source can fulfill the unique needs of the agency. The contractor must possess a distinct blend of qualifications, including advanced education in military-related fields, graduate-level teaching experience, proficiency with digital learning tools, and familiarity with Naval War College curriculum and joint military operational experience. The selected contractor, Thomas J. Cutler, uniquely meets these criteria, ensuring continuity of the college’s critical educational mission. The contract term runs from February 3, 2023, to November 30, 2023, classified under NAICS code 611710, which covers colleges and professional schools, with a small business size standard of $21 million. Although designated as a sole source award, other qualified entities may submit capability statements or quotations by early January 2023 for consideration. However, if no responsive proposals are received, the award will be made solely to the identified contractor. This procurement follows the most recent federal acquisition regulations effective as of late October 2022 and emphasizes the essential need to maintain the Naval War College’s specialized educational and operational capabilities.
